The Small Utility Clean Power Planning Grant Program is designed to support Illinois’ municipal and cooperative electric utilities in aligning their power supply planning with the state’s goal of achieving 100% carbon-free electricity by 2045. The program provides financial support for strategic clean energy planning, capacity-building, and greenhouse gas (GHG) emissions tracking to help small utilities fully participate in Illinois’ clean energy transition.
Through this grant program, municipal and cooperative utilities will receive funding to develop clean energy roadmaps, build internal capacity to procure clean power, and implement strategies that reduce reliance on fossil fuels. Over the five-year program period, the goal is to empower utilities to strategically plan, procure, and transition to carbon-free energy resources, contributing to statewide emissions reductions and ensuring more equitable access to clean energy solutions.
