- The Heavy-Duty Vehicle Charging Loan Program, funded by congressionally approved and lawfully awarded funds from the U.S. EPA Climate Pollution Reduction Grants (CPRG), is designed to support small and medium-sized fleet and charging operators, commercial entities, municipal governments, educational institutions, and non-profits. These organizations often face capital constraints when deploying medium- and heavy-duty electric vehicle (EV) charging infrastructure. The program aims to bridge financing gaps, reduce upfront costs, and facilitate equitable access to EV charging for fleet and charging operators who might otherwise struggle to secure funding through traditional financial channels.

Funding & Eligibility
- Loans will be structured with a projected average amount of $110,000 per borrower, though larger portfolios involving multiple charger installations may receive higher loan amounts. In some cases, smaller loans may also be issued based on the project’s specific funding requirements.
- This initiative supports projects that enable the deployment of medium- and heavy-duty EV charging infrastructure, with a focus on assisting small and medium-sized fleet operators who have historically faced financial and logistical challenges in developing and installing this critical infrastructure. Eligible projects must align with Illinois’ broader climate and clean transportation goals and prioritize investments that enhance access to fleet charging infrastructure in communities.
- Eligible technologies include public and private Level 2 and Level 3 (DC fast charging) charging stations. These installations will be strategically located to serve small and medium-sized fleet operators, ensuring sufficient charging capacity and supporting the transition to zero-emission freight and fleet vehicles.
